Share of 5-minute readings in each hour where a member state's system was unavailable, across all countries. Many national systems run maintenance at night, so late-evening and night checks fail more often.

Method
- Every 5 minutes we read the availability that the European Commission's VIES service reports for each member state through its official
check-statusendpoint. - An outage is one or more consecutive readings where a country was reported unavailable. Durations are therefore accurate to about 5 minutes.
- Periods when our own monitor was offline (gaps longer than 10 minutes) are left out of the calculation.
- The report covers the last 11 days of readings; we keep up to 90 days.
Limitations: this measures what VIES reports about each national system, not individual check results. A country marked available can still return errors such as MS_MAX_CONCURRENT_REQ under load. See VIES error codes and what to do when VIES is down.
